The Government adjusts the eligibility criteria for CAF/housing subsidies for international students.
The 2026 Finance Bill presented by the government proposes a refocusing of the Personalized Housing Assistance (APL) scheme for international students.
In practical terms, from July 1st, 2026, non-scholarship international students from outside the European Union will no longer be eligible for APL.
Scholarship students, regardless of nationality, as well as all students from the European Union, will remain fully eligible for APL.
Non-scholarship international students from outside the European Union will, however, continue to benefit from the support services offered by the CROUS, particularly access to social housing.
